Después del derrocamiento del régimen usurpador de Victoriano Huerta -problema inmediato a que se abocó el Primer Jefe- se comenzaron a perfilar grandes y trascendentales reformas sociales. Para elevarlas a la categoría de mandato constitucional, don Venustiano Carranza convocó al Congreso Constituyente de Querétaro, que se reunió a fines de 1916 y terminó sus importantes labores legislativas a principios de 1917.
